Gzipped configure from 3.6.1p2 minus libgen.h test.

It seems that this is due to the libgen.h test being added before the dirname
test.  Please try attached configure.

I'm wondering if there should be two test: HAVE_DIRNAME and BROKEN_DIRNAME? 
The existing test is fairly complex.
