Add strtoul in openbsd-compat/

Please try the attached patch.	Note that you will need to run "autoconf" to
rebuild configure.

If you don't have autoconf, you can use this file:
http://www.zip.com.au/~dtucker/openssh/configure-strtoul.gz , just replace the
configure from 3.7.1p1 with it.
