This has recently been fixed:

 - (tim) [configure.ac] Remove hard coded -L/usr/local/lib and
   -I/usr/local/include. Users can do LDFLAGS="-L/usr/local/lib" \
   CPPFLAGS="-I/usr/local/include" ./configure if needed.
