It indeed looks like my company's sysadmins added a way to support unencrypted
ssh connections.
Looking at the code in cipher.c, it seems it is relatively simple to support the
"none" cipher even for SSH2. I'd strongly suggest that future versions of
openssh support a method whereby encryption can be disabled. This bug gives an
example of a situation where I don't encryption - I'm using a VPN connection that
does the encryption for me.
