Now I could not remember the tested linux systems. Some use pam some
not, but problem to me was in shell scripts executed at login time.

As examlpe (if I remember well) on redhat based linux problem is in the
file /etc/profile.d/lang.sh and not in pam module.
Also I didn't test debian based but most of them set LANG in
/etc/environment and this setting override already set variable.

To me this is not OpenSSH bug. The reporters has to resolve vendor
issue first, i.e. pam module or login script to preserve environment
variables related to locale settings.
