If we use shadow passwords the file /etc/login.defs contain a line:
ENVIRON_FILE    /etc/environment.
Variables from this file override unconditionally variables already
set.
As is reported similar is for ... pam_env.so envfile=

This is the one of issues that block to pass locale variables to remote
host. It is vendor/administrator problem.
