patch using AuthorizedKeysCommand terminology

Here is the patch using the sshd_config options AuthorizedKeysCommand
and AuthorizedKeysCommandRunAs.  The ./configure option is
--with-authorized-keys-command.

This seems preferable to the PubkeyAgent terminology.
