QoS fix for DSCP/CS markings

This adds the option "UseQoS" which takes two marking arguments, the
first for non-interactive traffic and the second for interactive
traffic.

For instance, in a DSCP environment, one could use:

UseQoS af12 cs2

to retain compatibility, the default is:

UseQoS throughput lowdelay
