QoS fix for DSCP/CS markings with sytem-wide config restriction

Add flag to both keywords[] and
read_config_file()/process_config_line() to keep track of whether we're
parsing a user profile or a system profile.

If it's a user profile and the keyword[].restricted flag is set, don't
allow this directive.
