base linux audit support (combined #1934 and #1974)

This is the base-level audit support which I intend to put in for 5.7. 
I think the additional auditing capabilities/code needs further review.

I changed the root-check to geteuid() and moved it to before the errno
restore in case geteuid messes with errno (unlikely).
