Also, by "can't connect" do you mean "sshd doesn't start and I get a
tcp connection refused" or "I can make a tcp connection but the login
never completes"?

Another thing to try is ssh'ing out from the problem machine (with
-vvv) and attaching the output here.  If this also fails (which I
suspect it will) it'll give an indication of where the problem lies.
