Fair point, but it still seems like a bit of a missed oportunity to me.

How about, when without-password is selected, checking for the presence
of keys in root's authorized_keys file at startup/reload and if absent
changing the setting to 'no'?

The disadvantage would be that a reload/start would be required to
notice a newly created authorized_keys file, but otherwise it would
render the two options equivelent when no keys were present.
