Thanks. SOLVED

I run sshd in debug mode (sshd -d). 

Root login with password was enable in 6.x versions.
In 7.x releases I had to set in sshd_config 'PermitRootLogin yes'.

I'm sorry and I thanks for the time.
I'm compiling an S.O. from source and I'm testing the applications from
root account too.
