You are right. I guess I thought it used to work and was looking at
something that changed. But, as you say, that commit did not change the
main behavior.

So I guess this means the behavior of chroot and prvisep account not
being used on cygwin (with uid !=0, which is the default) has been this
way for a long time.

It should be fixed or documented.
