[Bug 2901] ssh-keygen generates an invalid key sometimes

I'm using the test script you attached. The keys it generates are
perfectly valid, they just read as "invalid format" instead of
"incorrect passphrase supplied to decrypt private key" if you try to
load them when specifying an incorrect passphrase.
