The OpenSSH team does not supply Windows binaries.  Where did you get
the binaries?  From the debug output in the URL the path ("C:\\Program
Files\\OpenSSH") makes me think it's the Microsoft fork of OpenSSH.  If
that's the case it's a modified version of OpenSSH you need to report
the problem to Microsoft.
