This has been supported since 9.9p2:

[djm at desktop openssh]$ echo "User xxx-%u-xxx" > /tmp/ssh_config
[djm at desktop openssh]$ ssh -F /tmp/ssh_config nas
xxx-djm-xxx at nas: Permission denied (publickey,keyboard-interactive).
