Just hit the issue another time, this time with OpenSSH_10.2p1
Debian-1, OpenSSL 3.5.4 30 Sep 2025.

No suspend involved... I merely connected to some server which was down
so there's not even a handshake taking place, yet I can't to Ctrl-C nor
<Return>~.
