Right.
I hoped to keep the vendor-provided (Fedora) files insane, but in this
case I see no other "solution" rather than commenting out the sourcing
lines:

$ cat .bashrc
# .bashrc

# Source global definitions
#if [ -f /etc/bashrc ]; then
#    . /etc/bashrc
#fi
...
