We've ended up with a systemd generator as a temporary workaround on
the CoreOS side of things, see
https://github.com/coreos/fedora-coreos-config/pull/4270.

An additive `AuthorizedKeysFile+=` would be much nicer as an actual
solution to the issue though, if it's feasible to add support for that
here.
