Updated proposal to only remove non-working options from manpage

Thank you very much!

However, ssh.1 does not list Match, but still does list Host and
Include, even though all of them aren't supported on the command line
(what I mentioned as 3. in the initial report).

I added a new patch that only removes the non-working Host and Include
directive from the manpage, while retaining the lexical ordering.

I have reopened the bug and obsoleted the old patch for that reason.
