Bug fix

Documentation for max_pk_ok states the default is 6.

When I don't specify PubkeyAuthOptions at all, the max_pk_ok is
correctly set to the default value 6.
When I specify PubkeyAuthOptions without max_pk_ok, the max_pk_ok is
set to -1 instead, which based on the documentation I would not expect.
