    Add a dependency on regress-prep for sk-dummy.
    
    This ensures the directory is created first and matches similar
    dependencies for regress-binaries and regress-unit-binaries.  Spotted
    by srxzr-ant Anthropic while onboarding OpenSSH to oss-scanner.
