Cipher 'none'

I had hoped to submit a simple one-line patch to reenable the cipher
'none', but it seems that people wouldn't accept that without extra
safeguards to stop users shooting themselves in the foot.  When I
realized that something more complex would be needed, I was scared off.
I might spend some time looking at the ssh source in greater depth and
working out how to enable 'none' only if RSA/DSA authentication is being
used (for example), but I haven't bothered to so far.
