We do the same thing, but it's not a problem because you can install
the netperm-table file without installing the entire fwtk package.

If you mean that as a philosophical objection, I can't argue. ;)

If you mean it as a legal objection, I'm not sure that there's a
problem, since the only folks who would build OpenSSH with TIS auth
support are the ones who are already using the TIS authsrv.  However,
if this would make the patch any more acceptable to the OpenSSH folks,
I could incorporate your changes.  Unfortunately, I suspect that they
still won't be interested.  Markus, Ben, et al...?
