./configure --program-suffix doesn't work

Just recently we installed ssh2 here to avoid problems in
ssh-1.2.27. To keep backwards compatibility we installed
openssh-1.2.1pre24. Unfortunately, the --program-suffix option for the
configure script doesn't seem to work. In particular, i was trying to do
'./configure --prefix=/usr/local --program-suffix=1'. The programs did
not compile with a "1" on the end of their names, and don't work when
renamed (mainly, ssh when called as ssh1 says "Bad host name: ssh1").
