I've tested it. Here's what I find:

The SIA code isn't complete enough to be useful. It only performs password
checking. It doesn't support any other SIA features such as checking for
locked accounts, password expirations, requiring password changes, or
setting of resource limits.

IMO, you can't have SIA support without supporting those features.
