It sounds like you downloaded the OpenBSD version. Try downloading
the Redhat source RPM from
http://violet.ibs.com.au/openssh/files/openssh-1.2.3-1.src.rpm
and rebuilding it:
rpm --rebuild openssh-1.2.3-1.src.rpm
