What's the problem with the CVS repository?

Hm, according to the website description it now uses SSH? Doesn't this
have the implication that only people who's ssh key is included in the
authorized_keys file are able to do a checkout? If not, how is it then
supposed to work? And why was it changed from pserver to ssh now?
