SSH2 PATH problem

$ env | grep PATH
PATH=/usr/bin:/bin:/usr/sbin:/sbin:/usr/local/bin:/usr/ucb:/usr/ccs/bin

i have '#UseLogin no'
in the sshd_config.  if i make it 'UseLogin yes' (uncomment it and
s/no/yes/), it breaks with:
devon at admin2:~$ ssh hollywood
No utmpx entry. You must exec "login" from the lowest level "shell".
Connection to hollywood closed.

i have /bin/sh as my shell.

i can post the full config file if you want (it's mostly just the default,
with protocol 1 turned off, root login disallowed, and the sftp subsystem
enabled), and the full pam.conf (solaris 7 default, afaik) if that'll help.
(and more ssh -v's and sshd -d's ;)
