Possible OpenBSD client side bug

OS: Redhat 7.0
OpenSSH Version: 2.5.1p1
Summary:  Trying to connect to any host from this machine using OpenSSH
gives the message:

[kschrade at cpddev3 kschrade]$ ssh cressida
The authenticity of host 'cressida (141.213.25.159)' can't be established.
RSA1 key fingerprint is 00:00:00:00:00:00:00:00:00:00:00:00:00:00:00:00.
Are you sure you want to continue connecting (yes/no)?

with a blank fingerprint as above.  This happens with any host that I
attempt to establish a secure shell connection to.  Neils asked me to
