OpenSSH-2.5.1p1 scp hangs when scping into an RH (6.0|7.0) box

Actually I may be mixing two different problems. The 'sleep 20&' aka
'httpd restart' problem I have seen with FreeBSD 3.x; the scp problem I
have not.
