PATH munged on SGI IRIX 6.5 machines

Built openssh 2.5.1p1 on SGI IRIX 6.5 machines. When users connect to
them via ssh,
the PATH variable appears to not be initialized correctly. "echo $PATH"
produces this short list:

"/usr/bin /bin /usr/sbin /sbin".

If you have a "setenv PATH" command in your .cshrc it appears to
be ignored. If you have a "set path" it works correctly. If you have
no "setenv PATH" or "set path" in your .cshrc, you get the short list
above. When you
login via telnet the PATH appears to be set correctly.
