Strange behavior with 2.5.1 installed over 2.3.0

In your sshd_config file make sure you have a "hostkey" line for each
host key like the following:

HostKey /etc/ssh_host_key
HostKey /etc/ssh_host_dsa_key
HostKey /etc/ssh_host_rsa_key
