dsa_verify signature incorrect

Just a thought here. Does the openssl "make test" pass.
I'll bet it fails.
The default build of openssl-0.9.6 on UnixWare 2.03 builds but fails
make test.

There is optimizer problem on 2.03. Get rid of the -O
