Yes, it has always worked for me. I.e., I can manually say

export DISPLAY=127.0.0.1:10.0

(using the correct display number, of course) and X forwarding from
remote clients (e.g., emacs) running on that machine works fine. The
environment here is Debian 2.2r3 on both ends.
