i have read all your messages and i'm confused as to the exact access
policy you are trying to implement with openssh, and i think others are
as well.  since you say the IBM policy is not AIX specific, you should
be able to communicate it in an OS independent manner.  pointing us to
the IBM policy document would help as well.
