logging of root logins

True (though not on the system where i've noticed the problem). I don't
know what the orriginal reason was to log 'ROOT' instead of 'root' in the
first place but if it was a good reason it might still hold and 'ROOT user
root' (or similar, old ssh did '...ROOT LOGIN as 'root'...) might make
some sense. It was just an idea.
