Of course not, we don't want to have as many options as ls or tar.
In this case I think there are a few good reasons:
* there is a lot of ssh1 deployed out there and making it easy for
people to work with that so then can migrate is a good thing
* there is a precedent in that ssh itself has the -1 and -2 options
as well so it's not completely unreasonably to add the same options
to scp as well
Of course you can argue `scp shouldn't get new options that aren't
really needed since there is -o already', but then again you might
just as well argue that -1 and -2 should be removed from ssh either.
As long as that doesn't happen I don't see Debian dropping the -1
and -2 from scp either.
