[PATCH] Add scp -1 and -2 options to OpenSSH-3.0.2p1

I realize, by the way, that you asked about bug fixes, not feature
patches. But all the bugs in OpenSSH that I've cared about that I know
of so far are fixed :) which is why I feel I have the luxury of asking
about feature patches.
