Yes we did, and I mistakingly used it wrong here in the start.. not
realizing that setpenv() executed a shell and broke scp/sftp and other
environment settings. It got called too early.

Yes, that's what I'd prefer. i.e. use setpenv() instead of trying to
reimplement it..
