OpenSSH 3.4p1 hostbased auth - howto?

Okay, I upgraded both machines to openssh-SNAP-20020722.  The problem
persists.  Any other ideas?

I wish very strongly that I could use OpenSSH, but hostbased
authentication is a *requirement* at our site.  Combining this with the
multiple-hostkey-per-IP problem, I think I don't have much of a choice but
to go back to ssh.com's SSH...  :(
