BROKEN_FD_PASSING (Bug 269)

I've just commited a change sugested by Markus that disables post-auth
privsep on platforms that can't pass fd's.

I've added AC_DEFINE(BROKEN_FD_PASSING) to Cygwin, Cray, and SCO

Would some DEC people look over configure.ac and sugest some changes
to address the versions that need AC_DEFINE(BROKEN_FD_PASSING)

The e-mail I've seen seems to indicate that not all versions need it.
