The openssh portable build for 3.1p1 fails, due to the missing function
EVP_CIPHER_CTX_set_key_length and missing declarations for EVP_CIPH_CBC_MODE,
EVP_CIPH_VARIABLE_LENGTH, and EVP_CIPH_ALWAYS_CALL_INIT.
