[Bug 438] SFTP does not work for users with RSH shells

rsh and friends (rksh, rcsh, etc) do not allow "/" in commands, hence 
the problem.  The normal solution is to ln all of the appropriate 
commands into the user's path, but in this case, that probably means 
modifing sshd_config to not be fully pathed (assuming that doesn't 
break anything and all other users also have it in their compiled in 
paths).
