Grab the following patch (against the 3.5p1 release):
http://www.zip.com.au/~dtucker/openssh/openssh-3.5p1-passexpire12.patch

Untar the openssh-3.5p1 tarball.

patch -p0 <openssh-3.5p1-passexpire12.patch
cd openssh-3.5p1
./configure && make

You may need GNU patch
(ftp://ftp.gnu.org/pub/gnu/patch/patch-2.5.4.tar.gz).
