The regression tests that ship with OpenSSH Portable are the OpenBSD SSH
tests and aren't particularly portable.  There are patches to improve
the portability and some more info at [1], including a "fast start for
the impatient" cheatsheet.

I suspect that with the "regressport2" patch it will work on FreeBSD
without further work (and if it doesn't, let me know and I'll help
figure it out).

I should do a v3 patch to incorporate the few minor things (see the TODO
list on [1]).

I encourage anyone interested in running the regression tests to apply
this patch and try it.  I've had it running on Cygwin in addition to
many Unix flavours, and I've also had a report of it working on Mac OS
X.
