Great, this goes to show when you get a bunch of monkeys in a room they
can implement things incorrectly.  Actually, I change my mind.  This is
not a 'bug'.  Moronic misfeature is a better term.

Not only I, but other well-established commerical UNIX vendors implement
it is /etc/shadow then /etc/passwd.
