Nine times out of ten, this is caused by the tcp_wrappers configuration.

Anyhow, tested on Fedora Core 2 development circa today, with SELinux
disabled.  Snapshot 20040415, OpenSSL 0.9.7a, MIT Kerberos 1.3.3, built
with --with-pam --with-kerberos5 --with-zlib --with-tcp-wrappers.  All
tests pass when SUDO=sudo.
