Ok, this is not a problem of OpenSSH but of your configuration
under Cygwin.  Consequentially this is a problem which you
should report to the Cygwin mailing list cygwin at cygwin.com since
there are the people who could be able to find your misconfiguation.

*Before* reporting your problems to the Cygwin mailing list, you
should definitely read http://cygwin.com/problems.html and behave
accordingly.
